Why did the Sumerians call themselves the "Black-Headed Folk" as an ethnonym despite the fact that (a modern person would assume at least) the Elamites, East Arabians, IRV people, Zagros people, South Anatolian people, Syrian people, etc. all had black hair?

I'm reading First Man in Rome at the moment and it says that Alexandria was a horrendous drain on Egypt, a city of 3 million mouths to feed by Caesar's time. Is this accurate? Was the city a burden on Egypt's resources? What was the relationship of the aristocracy and common Egyptian?
